Charter School Revenue Refunding Bonds (Redmond Proficiency Academy Project)

Piper Sandler served as Sole Manager of Redmond Proficiency Academy’s (“Redmond Proficiency”) $23,295,000 issuance of “Ba1” Tax-Exempt Charter School Revenue Bonds, Series 2025A and Taxable Charter School Revenue Bonds, Series 2025B through Oregon Facilities Authority. Proceeds of the Series 2025 Bonds were used to refund Redmond Proficiency’s outstanding Series 2015 and 2016 Revenue Bonds, refinance an outstanding bank loan used to acquire a building in Redmond, Oregon and  reimburse Redmond Proficiency for improvements to that building; finance renovations and improvements to existing charter school facilities, finance construction of an approximately 6,000 square foot addition to the existing middle school facility, fund a reserve account for the Series 2025 Bonds and pay issuance costs related to the Series 2025 Bonds

Redmond Proficiency Academy is an Oregon nonprofit public benefit corporation and charter school operating a middle school and high school in the City of Redmond, Oregon, located in Deschutes County, Oregon. The school commenced operations in the fall of 2009 and enrolled 150 students in grades 9-12 during its first year and added grades 6-8 in the 2012-2013 school year. As of the end of the 2023-2024 school year, Redmond Proficiency had enrolled 871 students and in the beginning of the 2024-2025 school year 903 students were enrolled in grades 6-12. RPA provides students with a proficiency-based education in a personalized learning environment through the creation of learning opportunities that are aligned to State, national, and industry standards.
